This study is a critical opportunity to evaluate measures and recommend a plan to reduce recurring damages, costs, and improve resiliency of the flood risk infrastructure and protected investment for the future. The State of Missouri, City of Brunswick, and the Levee District have formed a strong partnership determined to move forward to construct a project to reduce recurring damage to investment and reduce risk to lives.

  • Project Purpose: The Holt County flood problem area is located along the Missouri River from river mile 515-450. This flood prone area was heavily damaged in the 1993, 2011, and 2019 floods, and by numerous smaller floods over the years. It consists of multiple federal and non-federal levee districts protecting hundreds of thousands of acres of farmland, fixed investment, and several communities. Critical infrastructure includes Burlington Northern railroad lines, natural gas pipelines, large ammonia tanks, highways, and farm to market roads. During the 2019 flood event, the levees experienced heavy overtopping and extensive damage. It is estimated that the entire levee experienced crown and side slope erosion on both landside and riverside. Due to the very long duration of the flooding event, the levees experienced severe erosion damage. The levees were also overtopped and severely damaged in 2011, 2010, 2007, and 1993. Serious and widespread flood damage has repeatedly occurred to the agricultural and community resources.

The transport team also provides maternal-fetal transport services for pregnant women requiring specialized transport. This service is a joint effort between Barnes-Jewish Hospital and SLCH to offer a level of care unavailable through other regional transport programs.

Within Missouri, Jackson County ranks fifth and Kansas City ranks seventh in total number of drug overdose deaths. Individuals with substance use disorders are almost seven times more likely to commit a crime, and almost five times more likely to be incarcerated. This often leads to cycles of recidivism and poverty that destroy families and communities. This facility will allow University Health to double its provider team, ensuring rapid access to high-quality care for a, particularly vulnerable population. Further, it will provide the opportunity to implement new and emergent treatment modalities.

The partnership with Mosaic Medical Center affords medical students unique opportunities to learn and train in a rural and underserved community with the goal of addressing the physician shortage in Missouri and other rural communities throughout the Midwest. The medical school is quickly outgrowing the classroom and laboratory space it currently occupies and requests additional funds for the construction of a new wing on Mosaic Medical Center's campus.
